Failure to inspect oil rigs another argument for “real-time regulation”

The news that the Bureau of Land Management has failed to inspect thousands of fracking and other oil wells considered at high risk for contaminating water is Exhibit A for my argument we need Intnet of Things-based “real-time regulation” for a variety of risky regulated businesses.

According to a new GAO report obtained by AP:

“Investigators said weak control by the Interior Department’s Bureau of Land Management resulted from policies based on outdated science and from incomplete monitoring data….

“The audit also said the BLM did not coordinate effectively with state regulators in New Mexico, North Dakota, Oklahoma and Utah.”

Let’s face it: a regulatory scheme based on after-the-fact self-reporting by the companies themselves backed up by infrequent site visits by an inadequate number of inspectors will never adequately protect the public and the environment.  In this case, the GAO said that “…. the BLM had failed to conduct inspections on more than 2,100 of the 3,702 wells that it had specified as ‘high priority’ and drilled from 2009 through 2012. The agency considers a well ‘high priority’ based on a greater need to protect against possible water contamination and other environmental safety issues.”

By contrast, requiring that oil rigs and a range of other technology-based products, from jet engines to oil pipelines, have sensors attached (or, over time, built in) that would send real-time data to the companies should allow them to spot incipient problems at their earliest stages, in time to schedule early maintenance that would both reduce maintenance costs and reduce or even eliminate catastrophic failures. As I said before, this should be a win-win solution.

If problems still persisted after the companies had access to this real-time data, then more draconian steps could be required, such as also giving state and federal regulators real-time access to the same data — something that would be easy to do with IoT-based systems. There would have to be tight restrictions on access to the data that would protect proprietary corporate information, but companies that are chronic offenders would forfeit some of those protections to protect the public interest.

It’s Time for IoT-enabled “Real-Time” Regulation

Pardon me, but I still take the increasingly-unfashionable view that we need strong, activist government, to protect the weak and foster the public interest.

That’s why I’m really passionate about the concept (for what it’s worth, I believe I’m the first to propose this approach)  that we need Internet of Things enabled “real-time regulation” that wouldn’t rely on scaring companies into good behavior through the indirect means of threatening big fines for violations, but could actually minimize, or even avoid, incidents from ever happening, while simultaneously improving companies’ operating efficiency and reducing costly repairs. I wrote about the concept in today’s O’Reilly SOLID blog — and I’m going to crusade to make the concept a reality!

I first wrote about “real-time” regulation before I was really involved in the IoT: right after the BP Gulf blow-out, when I suggested that:

The .. approach would allow officials to monitor in real time every part of an oil rig’s safety system. Such surveillance could have revealed the faulty battery in the BP rig’s blowout preventer and other problems that contributed to the rig’s failure. A procedure could have been in place to allow regulators to automatically shut down the rig when it failed the pressure test rather than leaving that decision to BP.”

Since then I’ve modified my position about regulators’ necessarily having first-hand access to the real-time data, realizing that any company with half a brain would realize as soon as they saw data that there might be a problem developing (as opposed to having happened, which is what was too often the case in the past..) would take the initiative to shut down the operation ASAP to make a repair, saving itself the higher cost of dealing with a catastrophic failure.

As far as I’m concerned, “real-time regulation” is a win-win:

  • by installing the sensors and monitoring them all the time (typically, only the exceptions to the norm would be reported, to reduce data processing and required attention to the data) the company would be able to optimize production and distribution all the time (see my piece on “precision manufacturing“).
  • repair costs would be lower: “predictive maintenance” based on real-time information on equipment’s status is cheaper than emergency repairs.
  • the public interest would be protected, because many situations that have resulted in disasters in the past would instead be avoided, or at least minimized.
  • the cost of regulation would be reduced while its effectiveness would be increased: at present, we must rely on insufficient numbers of inspectors who make infrequent visits: catching a violation is largely a matter of luck. Instead, the inspectors could monitor the real-time data and intervene instantly– hopefully in time to avoid an incident.

Even though the IoT is not fully realized (Cisco says only 4% of “things” are linked at present), that’s not the case with the kind of high-stakes operation we’re most concerned with.  GE now builds about 60 sensors into every jet, realizing new revenues by proving the real-time data to customers, while being able to improve design and maintenance by knowing exactly what’s happening right now to the engines.  Union Pacific has cut dangerous and costly derailments due to bearing failures by 75% by placing sensors along the trackbed.

As I said in the SOLID post, it’s time that government begin exploring the “real-time regulation” alternative.  I’m contacting the tech-savvy Mass. delegation, esp. Senators Markey and Warren, and will report back on my progress toward making it a reality!

New #IoT Health Paradigm: Partnership Between Doctor and Patient

With all the Internet of Things emphasis on making “dumb” things “smart,” we shouldn’t ignore how it will make all of us smarter as well.

Nowhere will that be as important as in healthcare, where I believe it will produce a dramatic paradigm shift in which patients will become empowered and will be full partners in their care, improving health, and cutting costs. Today’s post follows up on one I wrote recently focusing on seniors’ health care, which I believe will dramatically improve due to the IoT.

I was provoked to write by the annual report from the Partners (appropriately enough….) Health Center for Connected Health (full disclosure: my wife directs the women’s physical therapy program @ Brigham & Women’s Hospital, part of Partners, although her particular service isn’t working with the Center), which reports on a wide range of initiatives to address key issues such as reducing re-admissions, improving access to care, and helping with the transition from hospital to home.

IMHO, there’s an inevitability to this shift, because the current health care system is unsustainable, at least in the US. Costs are too high, many physicians will retire in the next decade, and the number of seniors is increasing dramatically. Oh, yea: we ain’t getting what we’re paying for either: our health is lousy compared to other nations.

But something amazing happens when people start to track and report their own health indicators, either on their own or as part of the fast-growing Quantified Self movement. As Dr. Joe Kvedar, founder and director of the Center  for Connected Health, says, “People can and do take very good care of themselves when you give them the tools to do so.”

We’ve got the essential tool for this transition right in our hands: the Center for Connected Health has found that 70% of patients in one of Partners’ community health centers have smartphones.

The apps  — there are now more than 100,000 health care ones! — and related devices such as Fitbits, Nike Fuels or Jawbone UPs to monitor health via smartphones still aren’t fully accurate, but they’re still valuable because they do accurately demonstrate personal activity trends, so you can compare your activity from day to day.

And they do change behavior:

“Can trackers really change behavior in people? Last year, Dr. Rajani Larocca, a primary care physician at Massachusetts General Hospital, conducted a six-week lifestyle program for 10 patients with diabetes ages 50 to 70 that included weekly sessions to encourage exercise and healthful eating; each participant also was outfitted with a Fitbit Zip tracker.

“‘Every single person increased their activity,’ Dr. Larocca said. ‘People felt more knowledgeable.’ Eight months later, about half the patients from the group still wear a tracker.

“Researchers at the Center for Connected Health in Boston have been giving activity trackers to subjects for six to nine months, then studying changes in their behavior. Dr. Kamal Jethwani, head of research at the center, said he saw three distinct groups of people among study participants.

“About 10 percent are ‘quantified selfers’ with an affinity for this kind of feedback; just by looking at the numbers, they are motivated to be more active. An additional 20 percent to 30 percent need some encouragement in addition to tracker data to effectively change their behavior.

“But most of the subjects observed by Dr. Jethwani don’t understand the data and need help making sense of it. For them, he said, social motivation from a friend or joining a team or workplace challenge may be more effective.”

As I wrote in my post about seniors’ health care, as soon as we have effective mechanisms to feed the data to doctors the quality of care will improve. It’s like with so many inanimate things whose real-time status we’re able to really observe for the first time with the IoT: doctors will no longer have to rely on our self-reporting (“um, I think that about two months ago I felt out of breath a lot”) or the measurement of vital signs in the artificial setting of a doctor’s office. Instead, they’ll have access to longitudinal data about how you actually live (in fact, Partners introduced a system last year that allows people to electronically upload data to their medical records gathered from devices such as glucometers, blood pressure cuffs, bathroom scales, and pulse oximeters.

It’s a bright — and healthy — new day!

Gotta go now: my Jawbone UP tells me I’ve got to walk to CVS and the post office to meet my 10,000 steps per day target….

My O’Reilly blog post about how the IoT will transform manufacturing

Woopiedoo! I have a post in today’s O’Reilly SOLID blog (which is, among other things, promoting their SOLID conference in SF next month) about how the Internet of Things will transform manufacturing.

In it, I emphasized the manufacturing variation on the two transformative aspects of the IoT that I think will characterize its effect on every aspect of our lives and economy:

  1. for the first time, we will have real-time information on the current state of all sorts of things
  2. we will also be able to share that information, again, on a real-time basis, with everyone who could benefit from that information.

We’re already starting to see signs of that transformation, with GE’s Durathon battery factory (with 10,000 sensors on the assembly line plus others designed into the batteries themselves), SAP’s Future Factory, and Siemens’ Electronic Works factory.  As the price, size and energy demands of sensors continues to plummet, the trend will accelerate.

As a result, manufacturing will no longer be isolated from real-time activities in the rest of the enterprise:

  • “Designing sensors into products, rather than adding them on retroactively, will allow companies to identify defective products immediately, rather than waiting for post-production testing.
  • The built-in sensors will also allow companies to create new revenue streams. They will be able to sell customers real-time data on product operations that will allow the customers to optimize their use, and they may also choose, instead of selling the products, to lease them, with the price determined dynamically based on how much the product is actually used — take, for instance, jet turbines that are now priced on the basis of how many hours they actually operate.
  • The product design cycle will accelerate. Companies will be able to monitor a product’s actual usage in the field, then implement more rapid upgrades.
  • ‘Just-in-time’ supply chains will become even more efficient as real-time production data triggers resupply orders, just as distribution systems will become more closely integrated on the other end of the production cycle.”

The SOLID conference focuses on the convergence of hardware and software. It’s about time the two are fully integrated, and the results will be incredible!

 

 

Seniors and the Internet of Things: Empowerment and Security Through Smart Aging

I was quoted extensively in a Sunday Boston Globe feature on the IoT. It was in a special section aimed at seniors, and I’d been really passionate with the reporter about the IoT’s potential to transform seniors’ lives through new products such as bedroom slippers with sensors that can detect minute variations in a senior’s gait and alert a caregiver by app in time to avoid a fall, or a gorgeous necklace that can detect the onset of congestive heart failure). However, the article just ended up as a general introduction to the IoT.

Too bad.

While I was doing the interview, it dawned on me that this might really be a wonderful niche in the Internet of Things.  You see, I spend part of my time caring for two seniors who have faced serious health challenges, and it has really opened my eyes to the potential benefits of ambitious IoT programs for seniors.

We don’t have any time to lose: I’ve heard that a third of all doctors in the US will retire in the next decade, while they and about 10,000 others will turn 65 each day. There is simply no way that we can sustain this loss of medical professionals just when they are needed more than ever without fundamental change in the health care system!

To me, what the IoT represents is an opportunity for a fundamental change in the doctor-patient relationship, with empowered patients becoming full partners in their care through self-monitoring.  It will end the historic pattern, driven by necessity, of placing most emphasis on encounters in the doctor’s office, where the patient is forced to recall his or her symptoms, perhaps from several weeks ago, with no objective way of measuring them (not to mention factors such as “white-coat hypertension,” that may be induced by the very setting of the encounter. My blood pressure always goes up in my doctor’s office because she’s on the third floor, and I go up the stairs quickly rather than taking the elevator). Instead, the patient will generate a constant stream of data, and, over time, we will evolve efficient ways of reporting the spikes in readings to the doctor in a way that might actually trigger preventive care to avoid an incident, or at least provide an objective means of judging its severity to improve the quality of care.

Let’s also not forget about the benefits to seniors living alone and their families living miles away, of smart home devices.

I’m going to make this a major focus of my future IoT work, in large part because my personal experience working with seniors’ health needs has sensitized me to the wide range of issues that successful IoT solutions for senior must address:

  • ease-0f-use, especially for those who aren’t comfortable with technology or who face issues such as diminished vision or arthritis
  • non-stigmatizing: hey, grey hair is enough of an identifier: seniors don’t need other things that would further identify and isolate them
  • privacy and security: seniors are already targets of enough scams and efforts to exploit them: they don’t need to become even more vulnerable, especially regarding something as critical as their health
  • affordability: especially with devices that they might be expected to pay for entirely or in part. That can be difficult on a fixed income
  • can they encourage mutual support? I’ve seen first-hand how mutual support from an exercise group can encourage frail elders to keep exercising. Done right, I suspect apps that let you voluntarily share data might be very effective motivators
  • fostering independence: smart home apps that might help seniors manage household functions easily, as well as ones that could be monitored remotely by their adult children, might increase the chance they could stay in their homes independently for longer, an important factor in both reducing hospitalization costs and fostering self-worth.

The other day I had an e-mail exchange with one of my fav IoT pioneers, Dulcie Madden of Rest Devices, maker of the PEEKO “onesie” for babies, which (among other things) can reduce the possibility of SIDS among babies. Years ago, I was a day-care teacher, and now that I help care for seniors, I’ve noticed how similar their needs can be. IMHO, infant care and senior care are two of the most promising areas for life-improving IoT solutions. For both social and economic reasons, they should be a priority.

Sweet! The Internet of Things at Friendly Fenway! Let’s Play Two!

There’s only one thing I love more than the Internet of Things, and that’s the World Champion Boston Red Sox — the personification of Boston Strong. Last year’s championship meant more here than the two most recent ones, because it went a long way toward healing the terrible pain we collectively felt in the Hub of the Universe after the horrible Marathon Day bombings.

So what could be sweeter than to blog about the new MLB mobile app debuting at Friendly Fenway today as part of Opening Day! Overall, 20 0f the 30 MLB clubs will use it this year.

The app’s enabled by Apple’s iBeacon technology, and the presence of iPhone users who have Bluetooth turned on will be detected by the iBeacon sensors, just as at the Apple Store and a growing number of retailers, such as Macy’s.  According to the Boston Globe, not all features will be available immediately, but eventually:

“Patrons can use it to plan a full day at Fenway, from viewing the Sox’s schedule to purchasing electronics tickets that scan at the entry gates — even to plot the best route to the park. Once inside, iPhone users with Bluetooth enabled can “check in” and be detected by iBeacon sensors to receive special offers from the team. If David Ortiz blasts a home run, for instance, the Sox could instantly disseminate coupons for Big Papi T-shirts.”

According to Sox’ COO Sam Kennedy, the app will help the teams compete with the allure of in-home technology:

““Our huge competitor is the advent of incredible HD technology, so we have to make sure the experience at Fenway is better than the experience at home … Obviously, we’re biased — we don’t think there’s any substitute for coming to Fenway Park — but that is what we’re competing with. You have the time commitment and the cost, so we need to make sure that when you’re coming you’re getting a great, fully integrated experience.”

Last year one of my sons and I had the incredible experience of sitting in row two behind the backstop (thank you Ron & Lisa!), and in my mind nothing can compete with a day or night at the “lyrical little bandbox of a ballpark,” as Updike famously wrote. But for those with less of a passion or who don’t have such an historic ball yard to to visit, the app can make a competitive difference.

And now, as Mr. Cubs, Ernie Banks, would say, “It’s a great day for a ball game. Let’s play two”!

My piece in Harvard Biz Review blaming #370 crash on lack of “Internet of Things” thinking!

Hey, everyone else has weighed in with an explanation on why Flight 370 crashed, so I did, today, with a piece in the Harvard Business Review blog in which I blamed it on lack of “Internet of Things thinking.”

May sound crazy, but I think it’s true, because of two of my “Essential Truths” about the IoT — two things that we can do now but never could before, which open up a huge range of possibilities for change:

  • limitless numbers of devices and people can share the same data on a real-time basis
  • for the first time, we can get real-time data on how devices are actually operating, even conditions deep within the device

In this case, if Malaysia Air had only been willing to pay $10 more per flight, it could have had a wide-ranging flow of real-time data from the plane’s engines. Under regular conditions this data could have allowed the company to tweak the engines’ performance, while also allowing them to do “predictive maintenance,” catching minute problems as they first emerged, in time to make safe, economical repairs rather than waiting until a catastrophic failure.

AND, it also would have allowed them during the crisis two weeks ago to have immediately switched to monitoring the engine data when voice transmissions ended, so they would have known immediately that the plane was still flying, in time to have launched planes to intercept the plane and land it safely.

HOWEVER, what was missing was this “Internet of Things thinking,” so they didn’t think expansively about the value of sharing the data.  They saved $10 per flight, but lost 290 people. Somehow the math doesn’t add up…

#IoT ESSENTIAL TRUTHS: IF REAL-TIME DATA WAS SHARED MH370 MIGHT HAVE BEEN SAVED!

Pardon me for “shouting” in this headline, but I just had a stark realization that if one of my Internet of Things Essential Truths had been practiced by Rolls-Royce and Malaysia Air, Flight 370 might have been saved:

We have to start asking, where are there situations where real-time data from a variety of sources could help coordinate inter-related activities to improve safety & efficiency and reduce costs?

What I realized was that if Malaysia Air and Rolls-Royce and the air traffic controllers had simultaneous access to the real-time data from the engines’ sensors (rather than Rolls-Royce alone having it, simply to measure engine performance), the airline would have realized that the plane was still in flight, and planes could have been scrambled immediately to search for it, rather than waiting days before the data came to light.

That’s a bone-chilling reminder that with the IoT, we must always ask the question:

who else could benefit from having simultaneous access to real-time data?
