Follow-up on GAO report: what you and I do doesn’t matter

Getting a chance to look at the GAO’s 325-page report card on DHS a little more carefully, and this jumped out at me on page 21, in the section about emergency preparedness and response.

After the watchdogs graded DHS on 23 different aspects of emergency preparedness (with an emphasis on interoperability, an integrated “all-hazards” approach, and related issues), there was one indicator that even they didn’t bother to assess:

Support citizen participation in national preparedness efforts

DUH!

Those of you of a certain age may remember the headline during NYC’s bankruptcy during the Ford Administration: “Ford to City: Drop Dead.” Well, it appears that yet another government agency has decided that you and I aren’t even worth consideration as anything but passive, grateful recipients of government services in a disaster or terrorist attack. Forget all the evidence about the wisdom of crowds, the marvelous performance by the Flight 93 passengers, etc.

Guess none of them have never read the line from another president from long time ago:

“A Nation’s best defense is an educated citizenry.”
