If terror threat persists and evolves, why no public involvement

I apologize for sometimes seeming obsessed with what, IMHO, is the glaring lack of attention to public education and outreach in the nation’s homeland security strategy.
OK, I lied: this is such an important issue and it gets so little scrutiny that I don’t apologize at all for being a voice crying in the wilderness!
Consider if you will, the ominous tone of the newest National Intelligence Estimate, warning of
“a ‘persistent and evolving’ terrorist threat in the next three years, as al-Qaida bolsters its efforts to plant terror plotters in the country and other related activities …. driven by the undiminished intent to attack the homeland and a continued effort by terrorist groups to adapt and improve their capabilities.”
Contrast that with the continued lackluster content of the Ready.gov website, matched only by DHS’ officials’ lackluster efforts to promote it and involve the general public in both preparation for another attack (or for natural disasters) and/or substantive, disciplined public involvement in observing and reporting potential terrorist activities.
